Power BI embedding allows organization to embed Power BI reports/dashboards to any custom Web Application.
Custom Web Application allows to share the reports/dashboards to any external B2C user as well based on their role.
Power BI Report Server is an on-premise version of Power BI Service to build reports.
Power BI Report Server allows organization to have similar look and feel of Power BI service in on-premise world without moving their data to cloud.
Power BI Service is accessible through PowerBI.com and there are two license type options –Pro and Premium available for customers.
With Power BI Pro, users are licensed individually and participate fully in the use of Power BI – both the creation of content and the consumption.
With Power BI Premium, you are licensing capacity for your content rather than licensing all users of that content. Content (datasets, dashboards, and reports) is stored in Premium and can then be viewed by as many users as you want, without additional per-user costs.

Power BI can connect to different data sources which includes on-prem and cloud data sources.
Power BI can connect to Azure SQL Database, Azure Synapse Analytics, Azure Analysis Services using Direct Query option.
Power BI can connect to On-Prem Analysis services(using Data Gateway) using Live connection option.
Power BI can connect to other data sources using import options ,that means importing data into Power BI Model itself.
Power BI Service is accessible through custom Application using Power BI Embedded API services. Using these APIs , reports, tiles, dashboards can be embedded to any custom application(Web or Mobile Apps).
There are two options available for Power BI Embedding in custom apps(web or mobile apps).
Power BI Embedded Capacity from Azure Portal - Embedding for your customers lets you embed dashboards and reports for users who don't have a Power BI account. This type of embedding is also known as Power BI Embedded.
Power BI Pro/Premium Capacity License - Embedding for your organization allows you to extend the Power BI service. This type of embedding requires your application's users sign into the Power BI service to view the content. Once someone in your organization signs in, they only have access to dashboards and reports that they own or that someone shared with them in the Power BI service.
Power BI Report Server is the on-premises solution for reporting today, with the flexibility to move to the cloud tomorrow. It's included with Power BI Premium so you have the ability to move to the cloud on your terms. Power BI Report Server comes free with SQL Server Enterprise Edition with Software Assurance.
